How dark does it have to be for the glow pigments to illuminate?

This depends on the time since the glow in the dark pigments were charged. Newly charged pigments will glow in reasonably light conditions, where as glow pigments that haven't been exposed to a light source for a while will appear not to glow in the above situation, and will need dark conditions.

I want to make Glow in the Dark stars for my childs bedroom; any ideas?

To make glow in the dark stars you could cut out the star shapes from Glow in the Dark Photo paper, then stick them to the ceiling or walls. Another way that will create a stronger glow effect is to mix glow in the dark pigments with clear Polyester resin and pour into a pre made star shaped mould. Because the Polyester is 100 percent transparent the glow pigments will charge quicker, glow brightest and last longest.
